Born in Busan in 1953, Minister Jung graduated from Ewha Girls' High School and studied History Education at Seoul National University and received a master's degree in German Contemporary History at Bochum University of Germany, and had long served as a professor of History at Sungkyunkwan University.

After that, she became the first and only female Senior Superintendent General and Chief Superintendent General. She is a pioneer who took the presence of women/youth into the mainstream of the police force. She is the first person who broke the glass ceiling in the police agency of Korea, which has been renowned for its male dominance in Korea, just like the military. She attained the spotlight when she arrested serial sex offender "Mapo Balbari" when she was the chief of Mapo Police Station and resolved the "Dogani" case when she was chief of the Gwangju Police Agency. In December 2014, she left the police force for which she served for 37 years and she is now fostering future police officers as a chair-professor of Police Administration at Seowon University.
